The sixth thematic seminar will be used to discuss the topic of analysing more in detail the risks after prioritizing by the decissionmakers and setting objectives for mitigation. Februari 8th will be used for the monitoring meeting. The other two days for the thematic seminar.
The seminar in South Holland South, started out with the second project monitoring meeting, which took place in the morning of the 8th of February. During the monitoring meeting all partners were given the opportunity to reflect on the results of the project so far, how these results related to their initial expectations and how the practices shared have influenced the work on spatial risk mitigation in their areas. Based on these current finding partners made proposals regarding the operational setting of the project in the future and recommendations were made regarding project activity settings and financial management for the Steering Committee which will be organized in April in Mirandela.
After the closing of the monitoring meeting, the participants were split up in three smaller groups that, based on their more specific regional interests, (in terms of threats) visited three different locations: a Natura 2000 area in Strijen situated near a large industrial area Moerdijk which recently had to deal with a huge chemical related fire; Deltares, water management institute in Delft and the third group visited the national expertise centre for natural fires in the safety region North-East Gelderland. <<<
During the field visit in Strijen, visitors were able to share experiences and ideas with a representative of the national coordination group N2000 and the area manager on how to draft spatial management plans and how calamities could be mitigated. This last part is of specific interest for the Strijen region since the area was threatened by a large toxic cloud, resulting from an industrial fire in the closely situated Moerdijk area. <<<
Deltares is a Dutch independent institute for delta technology. Deltares is a partner in the Interreg IVC MARE project and a close partner of the safety region ZHZ and its member cities. Representatives of Deltares and the water board Hollandse Delta provided presentations on the Dutch approach of flood risk and a visit was made to the hydrological research laboratory. <<<
In the safety region North and East Gelderland seminar participants were welcomed by the director of the safety region who is also responsible for the Knowledge Centre Natural Fires. Multiple presentations were given and experiences were exchanged in the field of mitigating forest fires. Specific attention has been given to the specific Dutch situation that nature, recreation, business and housing are very closely integrated and that relative small fires rather quickly can turn into big hazards since the areas are very vulnerable. After the meeting, the natural reserve the Veluwe was visited, the largest connected nature area and forest in the Netherlands. <<<
Wednesday, February 9th
The specific theme of the thematic seminar was risk mitigation “capacity analysis”. The session on Wednesday started out with a simulation of how partners can use capacity analysis instruments, using three, by the partners proposed cases; forest fires in natural park The Veluwe, (NL) development of a trading port in Thesprotia (GR) and flooding risks in Aveiro (P). The objective of this exercise was to enable the partners to get acquainted with the instrument itself and assist the partners with the cases they had proposed, using feedback from the other partners in this field. Working on these specific cases, which are highly relevant for the participating partners is an instrument we aim to use moreover in the future, since this method allows the partners to work on own specific. This way partners are able to take these experiences and instruments home and actually implement them themselves.<<<
In the afternoon the Multi Disciplinary Practice Centre in Dordrecht was visited. A representative of the city of Dordrecht presented the municipal policies regarding external safety in the internal seaport in Dordrecht. Following this visit a chemical company was visited: Standic Bulk Liquids Storage and Distribution. Since the private sector is such an important player in taking up policies to ensure public safety it was very interesting to see how municipal policies are being implemented them. Board and employees of Standic introduced the safety measures taken by the company to avoid risks regarding the use of dangerous goods. <<<
Hazardous incidents Moerdijk and Kijfhoek
On Thursday all partners presented their practices in the field of capability assessments. Each partner presented their way of working on the basis of a specific capability assessment questionnaire developed by the Lead Partner. The practices are presented on the MiSRaR website. In the afternoon the Association of Netherlands Municipalities was visited in The Hague. Policy developers of the province were present to discuss their provincial practices and the South-Holland South region presented two large hazardous incidents that took place in the first month of 2011. These were a large fire in the chemical storage area Moerdijk, which led to great distress among the population when a large black cloud covered large parts of the region. A second incident took place in Kijfhoek in Zwijndrecht were a number of train wagons with chemicals burned down. In relation to these incidents the aspect of risk and crisis communication was discussed with the partners and how to deal with panic situation among civilians. <<<
