Results so far : 13th thematic seminar: Monitoring & Evaluation

The participants will be together in Mirandela to discuss the subject of Monitoring & Evaluation. The seminar is about the closure and "feedback loop" of the mitigation planning process. Every partner will present their practice on this subject and the group will discuss the best way to inclose this subject in the mitigation plannings process.
The second day of the seminar a field trip will be organized to the Serra de Santa Comba to show the participants the practice of prescribed burning in a forest perimeter.

First MiSRaR brochure
The seminar started with an official opening by the mayor of Mirandela, eng. Antonio Branco. He placed the first MISRAR brochure in Portuguese and English versions on the website of the municipality of Mirandela and thus gave the formal go-ahead for the publication of this first brochure in Portuguese. After a short introduction round for new participants, best practices about the subject Monitoring & Evaluation were presented and discussed in the group.

New legislation in the Netherlands
SHS started with a presentation about the responsibilities and instruments for monitoring, enforcement and evaluation in the Netherlands in general and in SHS more particular. The responsibility for the subject is within the government; municipal, provincial, country and water board. Deployment by specialized organizations like: specialized sections of the government, the environmental agency, the Safety region (fire brigade) and the District attorney / police. Basic principals of monitoring are:
- An Inspection Plan (preparation of the involved agencies) based on the specific risk, the history of the company and political priorities
- Inspection agenda (Sent to the company)
- Close out (at the end of inspection)
- Report
- Enforcement if necessary
New legislation is introduced. Most important aspects of this legislation are: 1 permit for different activities (in de the past 25 permits) and 1 designated authority (municipal, provincial or country). Other aspects are: Combined monitoring, cooperation with the district attorney and enforcement by designated authority.
The representative of SHS also showed the “Integrated Monitoring Protocol” as an instrument SHS is working with.

Maps and statistics as an instrument for monitoring
The project manager of Mirandela started with an overview of the relevant legislation and the different types of plans with their review period. Using the example of the “MUNICIPAL PLAN OF DEFENSE OF FOREST AGAINST FIRES and the MUNICIPAL OPERATIONAL PLAN” she described the monitoring of the implementation of this plan.
She explained how maps and statistics are used to give more insight in the behavior of the forest fires in the Municipality, in terms of number, burnt areas and causes. This information is very useful to monitor the results of the implementation of the measures.

Tallinn's project manager used the example of the cleaning of the roofs from the ice and snow as a responsibility from owners of buildings to describe how the city enforces the Building law. The city government is responsible for enforcement and the Technical Monitoring Office in fact does this job.

Regional committee for disaster protection
The representative of EPF presented about the major structure for monitoring and evaluation in Gabrovo region. There is a Regional committee for disaster protection, consisting of representatives from all interested administrations – region, municipalities and specialized ones (civil protection, fire brigade, water management authorities, etc.) This committee holds 4 types of meetings:
- regular meetings,
- meetings in case of emergency,
- meetings during an accident or disaster
- meetings after the accident or disaster
In terms of monitoring and evaluation – the most important is the 4th type – the meetings after. They concern the evaluation of implementation process. The results obtained with the eventual decisions for improving preventive actions. The different responsibilities were explained and a few practical examples presented.

Monitoring in Italy
In Italy the process of mitigation spatial risks doesn’t include the step monitoring the implementation of mitigation measures. Basically the effectiveness of mitigation measures is obtained through their response in case of an event. If the measures did not response positively to an event, corrective measures are introduced.
Actually, the mitigation plans includes rules for the correct implementation of the mitigation measures that must be complied with by private and public actors. This is the only way to “monitor” the implementation of mitigation measures, that is, to check that the effectiveness of mitigation measures can’t be reduced by anybody.
A few examples of recent practices were given by the colleague from the province of Forli-Cesena.

Coordinating Body of the Regional Unit.
The representative of Epirus described the Evaluation of mitigation measures taken by the Coordinating Bodies of the Regional Units.
The authorities which are involved in the mitigation process in a Regional Unit have meetings at least twice a year under the presidency of the Vice President of the Regional Unit. Representatives from the Civil Protection, the Fire Brigade, the Police, the Army, the Forestry, the Municipalities, Volunteer Organizations and authorities of ports or motorways participate in these meetings of the “Coordinating Body of the Regional Unit”.
Main topics of discussion are:
1. specifying the details of the mitigation and action plans of the next period
2. report and evaluate the results achieved by the policies followed during the previous period.
Statistics are used as an instrument for evaluation, not only by the fire brigade for evaluating their own operational effectiveness but also by the Coordinating Body of the Regional Unit in order to take new mitigation measures or improve the existing ones.
The use of this method was more specific explained by two examples about Forest Fire and Earthquakes.

Field trip
The field trip was organized to an area that is a forest perimeter (Serra de Santa Comba) in Mirandela and the partners could see the use of prescribed burning. After a demonstration of the method by the certified technicians of the National Forest Authority, fire brigade and the national police, partners active participated in the use of this method.

During the afternoon the partners did the final considerations about the presented best practices on Monitoring & Evaluation, the SHS partner spoke about the next thematic seminar, in Gabrovo and the ceremony of the EU flag took place between the municipality of Mirandela and EPF.
